Introduction

Network against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, and humanitarian network. NAFIS was established in late 2006 in Hargeisa by several local NGOs working towards the eradication of FGM/C. Currently, NAFIS has a membership of 20 organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the main purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, capacity building for the key stakeholders, and media awareness.

 

NAFIS Network is implementing a project focusing on strengthening the sustainability of health systems in Somaliland with partner Plan International through provision of inclusive and age-gender responsive mobile outreach maternal and health care services to 231,000 marginalized women, adolescent girls, and children, strengthening health worker capacities and contribute to improving health systems management. 15,000 adolescents will benefit from increased access to sexual and reproductive health (SRH) education and adolescent friendly SRH services. In addition, the project will develop technical resources on mobile clinics, incorporating the management of complications from female genital mutilation and providing adolescent-friendly sexual and reproductive information and services

 

Role Purpose

The Medical Doctor will be responsible for managing and overseeing the patient care aspect of the project “Strengthening health systems in Somaliland and provision of essential inclusive and age-gender-responsive health services for marginalized populations”, The Medical Doctor will also work with, and guide other health professionals in his mobile medical team.

 

Key Areas of Accountability:

Under the direct supervision of the Field Officer the medical doctor is required to perform the following duties and responsibilities

  • Manage the primary health care Mobile Health Clinics in Togdheer region
  • Collect a complete past medical history and ongoing complain
  • Assess and perform a comprehensive clinical examination of the patient using tests available following MoHD guidelines.
  • Provide ANC and PNC minimum services.
  • Prescribes appropriate treatment and plan a proper follow-up (if the date of the next mobile clinic is known)
  • Back up the initial diagnostic, and treatment and ensure an effective referral system.
  • Actively participates in weekly reporting of medical statistics.
  • Advise patients how to give the feedback referral (by phone or coming to the next scheduled mobile clinic date ” Open file for chronic diseases
  • Counsel survivors of FGM/C complication
  • Actively participate in internal coordination mechanisms
  • Actively participate in primary health care needs assessments as necessary among the conflict-affected populations, with specific emphasis on NCDs and SRH.
  • Support the development of referral pathways to tertiary health facilities and secondary health care.
  • Support the development of referral pathways with Protection and ERD programs. 
  • Work closely with the field supervisor and pharmacist to ensure the availability of WHO essential medications at mobile clinics at all times.
  • Actively supports/participates in developing and implementing strategies for improving access, quality standards, effectiveness, and participation based on statistical results, evaluations, surveys, and feedback from attendees.
  • Performs other duties as assigned.

Requirements:

  • Medical Doctor registered NHPC licensing body of Somaliland.
  • Minimum three years of experience working in primary health care.
  • Language: Fluent in Somali, with excellent verbal and writing skills in English
  • Strong management skills, with experience in team management
  • Experience working with partners to implement programming
  • Ability to influence others to perform their jobs effectively and to be responsible for making decisions.
  • Ability to work within a team structure, flexible, and can cope with stressful workloads and working with limited resources
  • Desired experience in working with displaced persons and hard to reach populations
  • Excellent command of the use of Microsoft Office especially Outlook, Work, Excel, and PowerPoint
  • Good communication, teamwork skills, and ability to work independently
  • Good knowledge of the maternal, child, and adolescent health with tested public health experience.
