Introduction

Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, and humanitarian network established in 2006 in Hargeisa by local NGOs committed to eradicating FGM/C. NAFIS has 20 member organizations operating across all regions of Somaliland. As the only nationwide network of its kind, NAFIS focuses on combating FGM/C through coordination, policy framework, research, capacity building for stakeholders, and media awareness.

NAFIS is currently implementing a project titled “Strengthening the Community-Based Structure System to Combat FGM/C” in the Sool and Sanaag regions of Somaliland. The project aims to eradicate FGM through community engagement, youth and women empowerment, and regional-level advocacy for policy changes, safeguarding the rights and well-being of women and girls.

Role Purpose

The Project Manager will oversee the implementation of the project “Strengthening the Community-Based Structure System to Combat FGM/C.”

Key Areas of Accountability

  1. Program Planning, Implementation, and Monitoring
  • Lead the planning and implementation of project activities.
  • Develop tools to support project implementation.
  • Ensure appropriate monitoring and evaluation of activities, making necessary amendments in consultation with the Program Manager.
  • Forecast and track project expenditures and develop quarterly and annual plans.
  • Prepare procurement requests according to project requirements.
  • Identify and communicate logistical and administrative support needs.
  • Ensure operations adhere to organizational quality standards.
  • Develop, plan, and support training needs for project beneficiaries, ensuring adequate training follow-up.
  1. MEAL Activities and Project Reporting
  • Contribute to project monitoring and impact evaluation.
  • Ensure accurate reporting and filing of case management by field staff.
  • Support accountability activities with the MEAL team.
  • Document and report daily activities, achievements, and case studies.
  • Prepare and submit monthly and periodic performance reports.
  • Ensure accurate and timely submission of programmatic and financial documents to NAFIS.
  1. Capacity Building and Supervision of Project Staff
  • Provide guidance and supervision to the project team in Maroodijeeh, Togdheer, and Awdal.
  • Ensure project activities align with project outcomes.
  • Provide regular training and orientation to project staff, addressing identified capacity gaps.
  1. Advocacy, Communication, and Organizational Learning
  • Document technical approaches, lessons learned, and success stories.
  • Maintain working relationships with government, institutions, partner organizations, and local NGOs.
  • Attending local working group and task force meetings.
  • Ensure accurate data reporting on Activity Info, internal databases, and Sitreps.
  • Prepare and submit regular reports for internal and external use.
  1. Partnerships with Project Stakeholders
  • Document technical approaches, lessons learned, and success stories.
  • Maintain relationships with stakeholders in target areas.
  • Attending relevant local meetings.
  • Ensure accurate data reporting from the field.
  • Update project implementation plans as needed.

Skills and Qualifications

Competencies

Knowledge:

  • In-depth understanding of FGM, child protection, SGBV, gender and inclusion, and related development challenges.
  • Knowledge of gender inequities and the implications of a rights-based approach to development.
  • Understanding of Somaliland’s policies and institutions related to FGM, GBV, and SRHR.
  • Insight into civil society strengthening and capacity building.

Skills:

  • Proficiency in Microsoft Word and Excel.
  • Flexible work attitude and ability to work independently within a small team.
  • Strong leadership and communication skills.
  • Excellent knowledge of English.
  • Strong relationship-building skills, including networking, influencing, and stakeholder management.
  • Experience in developing partnership contracts and strengthening civil society.
  • Experience in capacity building.
  • Hands-on experience with result-based MERL systems.
  • Accountability for delivering results.

Education and Required Expertise

  • Master’s in development studies or a bachelor’s in social work, psychology, sociology, international relations, or a related field. A master’s degree is an asset.
  • Experience in SRHR, attitude change programming, FGM, GBV, and child protection programming is a plus; experience in emergency response is a plus.
  • Minimum of 3 years of experience in project coordination, management, or monitoring.
  • Proven experience in coordinating with civil society and community-based organizations.
  • Effective communication and authoritative expertise in the relevant area.
  • Demonstrated donor reporting and budget management skills.
  • Experience in team leadership, coaching, and mentoring.
  • Conflict resolution skills.
