ABOUT NAFIS NETWORK

Network against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental and humanitarian network. NAFIS was established in November 2006 in Hargeisa, Somaliland, by several local NGOs working to eradicate FGM/C. Currently, NAFIS has 20 member organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the main purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, and capacity building for the key stakeholders and media awareness.

ABOUT THE PROGRAMME

The NAFIS network, in close collaboration with the International Development Law Organization (IDLO) and the Ministry of Justice (MOJ), is promoting Access to Justice through establishing and operationalizing an Alternative Dispute Resolution (ADR) Centres in Hargeisa, Toogdeer, Las-Anood, and Erigavo under the Program ‘Strengthening the Social Contract through Access to Justice in Somaliland’ funded by the Government of the Netherlands. The program aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions. The overall goal of the program is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.

OBJECTIVE OF THE CONSULTANCY

NAFIS network aims to conduct a consultative and review process to identify the main challenges affecting SGBV survivors, the IDP community, and other vulnerable groups and document the policy/legal reforms required in a roadmap. Subsequently, NAFIS will promote discussions between the Government and CSOs and document the agreed challenges and solutions (in terms of policy/legal reforms) in a roadmap.

The overall purpose of this assignment is to conduct a situational analysis of the existing laws and policies addressing gender-based violence in Somaliland. It is anticipated that the assessment will provide up-to-date information about the implementation of holistic GBV service provision in Somaliland; deepen the partners’ understanding of the range of legal policy options and provide a roadmap with concrete recommendations to improve service provisions and legal/policy for GBV survivors, as well as programmatic actions that can be taken to help A2J program partners implement these improvements.

 SCOPE OF WORK

  • Participate in an inception meeting and prepare an inception report, detailing the general understanding of the assignment, methodology, work plan, and deliverables.
  • Finalise a jointly agreed work plan and map out timelines for activities with NAFIS Programme Manager.
  • Conduct a desk review of available literature on existing laws and policies addressing gender-based violence in Somaliland. This is aimed at identifying legal/policy gaps and informing the situational analysis methodology and tools.
  • Develop assignment methodology and associated tools/forms such as short guidelines for the key informant interviews and Focus Group discussions with the Ministry of Justice (MOJ), Ministry of Employment, Social and Family (MESAF), GBV legal aid provider, Civil Society Institutions (CSO), and other relevant stakeholders.
  • Identify current challenges in accessing justice for SGBV survivors
  • Produce a map indicating the proposed legal/policy reforms for GBV survivors
  • Draft initial findings and organize a workshop for the stakeholder to validate findings

DURATION OF THE ASSIGNMENT

The total duration of the contract will not exceed 25 days, including the reporting period.

DELIVERABLES

  1. Inception report, prepared after an inception meeting.
  2. Final work plan with timelines as agreed on with NAFIS Network
  3. Data collection tools as approved by NAFIS Programme Manager
  4. Meeting records for all the stakeholder meetings
  5. A documented roadmap on policy/legal SGBV reforms
  6. Final report (20 pages) on the main challenges affecting SGBV survivors, the IDP community, and other vulnerable groups

SELECTION CRITERIA

The selection criteria will include availability, relevant previous experience and the quality of work delivered in similar assignments.

REQUIRED SKILLS AND EXPERIENCE

Education

  • Master’s degree in law, Social Science, Human Rights, Gender and Development, or other relevant fields.

 Experience

  • At least ten years of relevant work experience in Human rights and justice and in particular policy and legal program/project/consultancies.
  • Experience in working with the Justice, Law, and Order Sector is a requirement.
  • Experience in VAWG programming with a focus on gender justice is an asset.
  • Experience coordinating and liaising with government agencies and donors is an asset.
  • Experience in communication and advocacy on gender and women’s rights.
  • Proficiency in oral and written English and Somali is required
