Project: Strengthening the Social Contract through Access to Justice in Eastern Regions of Somaliland.
BACKGROUND INFORMATION
Network against FGC in Somaliland (NAFIS) is an anti-FGC civil society Network that was established in 2006 to work toward ending female genital cutting (FGC) in Somaliland and empower women and girls to claim their rights. To reach this ambitious goal of ending SGBV, especially in FGC, NAFIS utilizes a holistic approach that includes coordination and networking, policy dialogue, research, women’s economic empowerment, and enlightening the public.
International Development Law Organization is partnering with NAFIS Network to implement a project in Somaliland. The proposed project (Strengthening the Social Contract through Access to Justice in Eastern Regions of Somaliland) will strengthen the capacity of the legal institutions at the local level in six target districts and will increase the basic legal knowledge of the local community, especially in most vulnerable groups including women, children, youth, minority, and disabled people. The proposed project was designed to improve the legal and policy framework and legal education through awareness-raising and capacity building and increase the legal representation and legal aid service and strengthen access to a dispute resolution mechanism and enforcement of formal justice.
THE PROJECT OUTCOME
- Improved access to Alternative Dispute Resolution (ADR) mechanisms and referral pathways, especially for vulnerable groups
- Enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities
- Increased participation of citizens of Somaliland in accountability processes relating to the provision of security and justice
THE OBJECTIVES AND THE SCOPE OF WORK
This ToR will become an integral part of the contract between the NAFIS and the Annual monitoring consultant. The consultant will conduct the 2022 project’s annual monitoring.
The main objective of this annual monitoring is to assess the 2022 project performance, including project achievements, challenges, and best practices in line with the project output, outcomes, and indicators.
DURATION OF THE ASSIGNMENT
The evaluation is expected to take approximately two weeks, including travel, data collection, analysis, report writing, and submission of the final products. The consultant is expected to present a detailed activity plan and timeline as part of the inception report.
DELIVERABLES
The evaluation is expected to start on 27 December for an estimated two weeks. This will include:
- Desk review and submission of the inception report.
- Field visit(s) and data collection
- Data analysis and evaluation report writing
- Workshop to validate initial evaluation findings
- Submission of the final report
- Based on the project documentation, the consultant shall submit an inception report to NAFIS not later than three days from the signature of the contract. The inception report serves as an agreement between parties on how the evaluation will be conducted, covering the following items:
- Research methodology, including data collection tools
- Proposal for a learning event to validation of evaluation findings.
- Schedule of the evaluation activities, incl. traveling (timeline)
- Detailed budget
- Data collection toolsbefore the field work and submit them to NAFIS for comments and feedback before the actual field work is undertaken.
- The first draft of the evaluation reportshould be sent for comments to NAFIS no later than 3rd January 2023.
- The final evaluation report, which incorporates the NAFIS comments and suggestions to the draft report, should be submitted to NAFIS on 10th January 2023.
- The final report is expected to include: a cover page, summary (description of the program/project, the purpose of the evaluation, methodology, summary of main findings, implications of the findings and recommendations), and annexes.
Selection criteria
The selection criteria will include:
- The professional capacity of the consultant,
- The quality and content of the tender
- Technical detailed proposal
- Detailed Workplan.
- The Quotation of the tender.
- Previous relevant work with at least three institutions/organizations
REQUIRED SKILLS AND EXPERIENCE
Education:
- Master’s degree in; Law, Social Science, Human Rights, Gender and Development, or other relevant fields.
Experience:
- Legally registered research firms or / experienced individual consultants.
- Demonstrable experience in laws and women’s rights,
- Advanced research skills (both qualitative and quantities), gender-responsive research, Gender equality, and GBV context in Somaliland
- Previous experience working in Somaliland and conducting similar monitoring and assessments.
- Demonstrated understanding of and commitment to ethical issues in research and evaluations.
- Ability to write high-quality, clear, concise reports in English
- Demonstrated experience in working in Somaliland and was able to convene project stakeholder representatives for discussions and in-depth interviews.
- Minimum ten years of experience conducting similar baseline, evaluations, and assessments in Somaliland or similar contexts.
- Experience using participatory learned, transformative, empowering, and socially inclusive approaches in research and evaluations.
- Good understanding of society and culture in both urban and rural settings.
