BACKGROUND

 The NAFIS NETWORK, in close collaboration with the International Development Law Organization (IDLO) and the Ministry of Justice MOJ, is promoting a reformed and modernized Alternative Dispute Resolution (ADR) system through the establishment and operationalization of a new Alternative Dispute Resolution (ADR) Centers in Hargeisa, Toogdeer, Las-Anood, and Erigavo under the Program ‘Strengthening the Social Contract through Access to Justice in Somaliland’ funded by the Government of the Netherlands. The program aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions.

The overall goal of the program is expected to be achieved through three (3) intermediate outcomes: (1) improved access to an Alternative Dispute Resolution(ADR) mechanism and referral pathways, especially for vulnerable groups; (2) enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities; and (3) increased participation of citizens in Somaliland in accountability processes relating to the provision of security and justice. The specific mandate of each Centre is to facilitate the practice of ADR and settle claims and disputes at the community level, facilitating and increasing access to justice for the local population, particularly vulnerable categories.

THE POSITION

The effectiveness of the ADR Centres will depend, among other factors, on the capacity of the social workers to guide and provide psychosocial assistance to the SGBV survivors who seek support from the ADR center.

To this end, the NAFIS NETWORK wants to hire social workers to be deployed in LAS_ANOD ADR Centre. The incumbents will oversee:

  • Provide direct support and care for women, girls, and child survivors of SGBV, including psychosocial counseling, case management, and referrals.
  • Mobile centers: provide proper case management to ensure survivors from more rural and underserved areas can access information about service provision and that action can be taken to facilitate their ability to receive services in a timely manner.
  • Ensure proper documentation of reported SGBV incidences through the utilization of the ADR documentation platforms and case management forms appropriately.
  • Ensure all documentation on reported cases and referrals made are updated, accurate, organized, and well maintained by social workers.
  • Ensure adherence to ADR SGBV guiding principles and the provision of survivor-centered care (respect the wishes, and decisions of survivors).
  • Help case support by maintaining contact with people involved in the case, flowing up, and, and constantly reporting.
  • Reviewing targeted achievements on a weekly and monthly basis and submit urgent, monthly, and quarterly reports to the project officer.
  • Follow GBV guiding principles of respect, confidentiality, safety/security and non-discrimination while providing services
  • Keep survivors informed about the services available in the ADR centre and ensure the accuracy of the case information.

The incumbents will jointly report to the NAFIS NETWORK project staff.

 THE IDEAL CANDIDATE PROFILE

 Locations: Las-Anod, Somaliland.

Qualifications and Experience:

Degree or diploma associated with legal studies, social work, or health.

Technical competencies

  • Sound Knowledge of Computer Skills (i.e. Word, Excel)
  • Very good knowledge of the Somaliland context as well as the Constitution of Somaliland,
  • Have an experience with GBV
  • Have a good skill in dealing with women and girls
  • Have good communication skills
  • Have the ability and skill to manage different situations
