Organization Background
Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, humanitarian, and national network in Somaliland, comprising 20-member organizations. Its primary mission is to combat all forms of Violence Against Girls and Women (VAGW) in Somaliland through coordination, networking, lobbying, advocacy, research, documentation, capacity building, women empowerment, and survival support.
Position Description
As the Program Manager at NAFIS NETWORK, you’ll lead and manage the organization’s programs, ensuring they align with our mission and objectives. Your responsibilities include planning, implementing, monitoring, and evaluating program activities to maximize their effectiveness and impact.
Roles and Responsibilities
Program Planning and Development
- Lead the development of program strategies, action plans, and budgets in collaboration with senior management and relevant stakeholders.
- Conduct comprehensive needs assessments, stakeholder consultations, and situational analyses to inform program design and priorities.
- Ensure that program interventions are evidence-based, culturally sensitive, and aligned with international best practices.
Project Implementation and Oversight
Day-to-Day Implementation
- Oversee the daily execution of program activities, ensuring that all interventions are carried out efficiently and effectively.
- Coordinate with program staff and partners to ensure timely and accurate implementation of capacity building, community outreach, advocacy campaigns, and survivor support services.
Guidance and Support
- Provide continuous guidance and support to program staff, ensuring they have the necessary resources and knowledge to perform their roles effectively.
- Facilitate regular team meetings to review progress, address challenges, and ensure alignment with program objectives.
Quality Assurance
- Ensure that all program activities meet the highest quality, relevance, and cultural sensitivity standards.
- Oversee the preparation of program reports to ensure accuracy, completeness, and compliance with organizational standards.
- Implement and adhere to best practices and international standards in program
- Ensure that program results contribute effectively to achieving project goals, meeting donor requirements, and aligning with the national development plan of Somaliland.
Budget Management
- Monitor program budgets to ensure financial resources are utilized effectively and efficiently and align with Monthly, quarterly, and annual Plans for Project implementation
- Track expenditures and ensure compliance with financial policies and
Performance Monitoring
- Develop and implement monitoring tools and systems to track program progress against established indicators.
- Conduct regular site visits and field assessments to ensure activities are being carried out as planned.
Problem-Solving
- Identify and address any challenges or deviations from the plan
- Develop and implement corrective actions to keep the program on track
Reporting
- Prepare and submit regular progress reports to senior management and donors, highlighting achievements, challenges, and lessons learned.
- Ensure transparency and accountability in all program activities and financial management
Proposal Development
- Led the development of grant proposals and project concepts to secure funding for NAFIS Network operations.
- Conduct needs assessments, stakeholder consultations, and research to inform proposal
- Collaborate with program team members and partner organizations to design comprehensive, evidence-based intervention strategies.
Partnership and Stakeholder Engagement
- Build and maintain effective partnerships with government agencies, civil society organizations, donors, and other key stakeholders.
- Coordinate joint advocacy initiatives, networking events, and knowledge-sharing platforms to amplify the impact of collective efforts and promote policy change.
- Represent NAFIS NETWORK in relevant meetings, conferences, and forums to raise awareness about operations and programs, and share lessons learned.
Monitoring, Evaluation, and Learning (MEL)
- Develop and implement robust MEL frameworks, tools, and systems to monitor program performance, measure outcomes, and assess impact.
- Conduct regular reviews, evaluations, and learning sessions to identify strengths, weaknesses, and areas for improvement in program implementation.
- Document and disseminate best practices, case studies, and success stories to inform programmatic decision-making, advocacy efforts, and knowledge dissemination.
Capacity Building and Empowerment
- Provide technical assistance, training, and mentorship to program staff, partner organizations, and community stakeholders, including NAFIS Network member organizations, to enhance their knowledge, skills, and capacities.
- Promote gender-responsive approaches, women’s empowerment, and survivor- centered services within program activities.
- Support the development of leadership and advocacy skills among women and youth to drive social change and promote gender equality.
Advocacy and Policy Influence
- Advocate for policies and practices that support the interests of the communities served by NAFIS Network.
- Engage in policy dialogue with government agencies, donors, and other
- Mobilize support for policy changes that address the root causes of social
Risk Management
- Identify potential risks to program success and develop mitigation
- Monitor external factors such as political instability or economic fluctuations that may impact program implementation.
- Ensure compliance with legal and regulatory requirements
Reporting and Documentation
- Prepare regular reports on program progress, achievements, and
- Document best practices and lessons learned for knowledge sharing and future program
- Maintain accurate records of program activities, expenditures, and outcomes.
Qualifications and Experience
Education
- MA in a relevant field such as International Development, Development Studies, Project Management,
Experience
- 10 years of experience in program management, preferably in the nonprofit sector or international development context.
- Demonstrated experience in designing, implementing, and evaluating programs related to the organization’s mission, such as community development, gender equality, women’s empowerment, or human rights.
- Experience in grant proposal development, fundraising, and donor
- Experience in managing partnerships and engaging with stakeholders from diverse
- Experience in monitoring and evaluation, including developing and implementing MEL frameworks.
