TERMS OF REFERENCES Project: Strengthening the Social Contract through Access to Justice in Eastern Regions of Somaliland.

Background

Network against FGC in Somaliland (NAFIS) is an anti-FGC civil society Network that was established in 2006 to work toward ending female genital cutting (FGC) in Somaliland and empower women and girls to claim their rights. To reach this ambitious goal of ending SGBV, especially in FGC, NAFIS utilizes a holistic approach that includes coordination and networking, policy dialogue, research, women’s economic empowerment, and enlightening the public.

The Damal program, in collaboration with NAFIS Network, is promoting a reformed and modernized Alternative Dispute Resolution (ADR) system through the establishment and operationalization of a new ADR Centre in Somaliland under the Programme ‘Strengthening the social contracts through access to justice” funded by the Government of the Netherlands. The program aims to foster the social contract in Somaliland by increasing the legitimacy of justice institutions.

The project outcome

  1. Improved access to Alternative Dispute Resolution (ADR) mechanisms and referral pathways, especially for vulnerable groups
  2. Enhanced access to formal justice for vulnerable groups through holistic support to gender-based violence (GBV) survivors and affected communities
  3. Increased participation of citizens of Somaliland in accountability processes relating to the provision of security and justice

About the position

Positions:                     Two Female Social Workers

Location:                     One position in Ceergaabo and One position in Laascaanood

Reports to:                  Project officer (Strengthening the Social Contract through Access to Justice Programme)

Job purpose

The purpose of these positions is to deploy two qualified professional social workers in Laascaanood and Ceergaabo to guide and provide psychosocial assistance to the SGBV survivors who seek support from the ADR centers on a quarterly basis.

Responsibilities

  • Provide direct support and care for women, girls, and child survivors of SGBV, including psychosocial counselling, case management, and referrals.
  • Provide proper case management to ensure survivors from more rural and underserved areas can access information about service provision and that action can be taken to facilitate their ability to receive services in a timely manner.
  • Ensure proper documentation of reported SGBV incidences through the utilization of the ADR documentation platforms and case management forms appropriately.
  • Ensure all documentation on reported cases and referrals made are updated, accurate, organized, and well maintained by social workers.
  • Ensure adherence to ADR SGBV guiding principles and the provision of survivor-centred care (respect the wishes, and decisions of survivors).
  • Help case support by maintaining contact with people involved in the case, flowing up, and, and constantly reporting.
  • Reviewing targeted achievements on a weekly and monthly basis and submit urgent, monthly, and quarterly reports to the project officer.
  • Follow GBV guiding principles of respect, confidentiality, safety/security and non-discrimination while providing services
  • Keep survivors informed about the services available in the ADR centre and ensure the accuracy of the case information.

Skills and Qualifications

  • Diploma or Bachelor degree in social work
  • Basic Computer Skills (Word, Excel and PowerPoint)
  • Experience of working in the GBV sector
  • Talent skills; dealing with women and girls
  • Interpersonal communication skills
  • Understanding context of the regions of Sool and Sanaag
  • Have the ability and skill to manage different situations
  • Ability to write case management reports
  • Writing skills in English and Somali
  • FEMALE ARE REQUIRED
